5. Management Responsibility

ISO 9001:2000 has a new emphasis on top management's commitment and ongoing role with the quality management system. In fact, top management should be involved in myriad areas, from the design and development of the system-including setting objectives that align with your organization's strategic business plan-to ensuring that the system is continually improving.

Clause 5.1, Management Commitment, kicks off with that language in its first sentence. TC 176 wanted to set a strong tone from the beginning, because without active participation and action from your organization's leaders throughout the PDCA Cycle and the management system itself, it is doomed to fail.

Why? Because without top management's commitment for identifying all of the relevant requirements of the business, communicating the organization's policy and goals and providing resources to ensure implementation and maintenance of the system, continual improvement cannot and will not happen. And in today's competitive marketplace, a business that is not in a constant state of improvement ultimately will become a dinosaur.
